In 2019, the state’s top judiciary Chief Judge Janet DiFiore and Chief Administrative Judge Lawrence K. Marks announced our local courts would begin in 2020 implementation of Alternative Dispute Resolution programs.

Presenters
Hon. Glenn T. Suddaby, Chief Unites States District Judge, Northern District of New York. Judge Suddaby earned his B.A. degree from the State University of New York at Plattsburgh in 1980 and his J.D. degree in 1985 from Syracuse University College of Law.
Judge Suddaby served as Assistant District Attorney for Onondaga County from 1985 – 1989. He then became a private legal practitioner with the Menter Law Firm in Syracuse from 1989 to 1992. He was appointed Chief of Homicide for the Onondaga County District Attorney’s Office in 1992 and subsequently served as First Chief Assistant District Attorney until October, 2002 when he was appointed U.S. Attorney for the Northern District of New York.
Hon. Therese Wiley Dancks, United States Magistrate Judge, Northern District of New York. At the time of her appointment in February of 2012, she was a founding partner in the law firm of Gale & Dancks, LLC, where her practice centered on civil litigation and trial work. She was associated with the law firm of Mackenzie Hughes, LLP from 1991 to 1997. Judge Dancks graduated magna cum laude from LeMoyne College in 1985 and earned her J.D. degree cum laude from Syracuse University College of Law in 1991 .
Hon. James P. Murphy, Administrative Judge, Fifth Judicial District. Judge Murphy was recently appointed by Chief Administrative Judge Lawrence Marks as Administrative Judge in the Fifth Judicial District. For the preceding 14 years, Justice Murphy had been assigned to the General Civil Trial Part where he handled the most serious and complex civil cases in Central New. In addition to his Supreme Court duties, Justice Murphy was appointed in 2007 by then Chief Administrative Judge Jonathan Lippman to serve as District Coordinating Judge for the Town and Village Courts in the Fifth Judicial District where he continues to oversee approximately 240 local judges. Earlier this year, he was appointed by Judge Marks to the New York Advisory Committee on Judicial Ethics.
Hon. Martha Walsh Hood, Acting Supreme Court Justice. A 1979 honors graduate of Syracuse University College of Law, Judge Martha Walsh Hood has been a Family Court Judge for Onondaga County since 2000. Judge Walsh Hood was designated as an Acting Supreme Court Justice in January 2003. She was the Presiding Justice of the Onondaga Integrated Domestic Violence Court from its inception until June 1, 2005.
Suzanne M. Messer, Esq. Suzanne is a member of Bond, Schoeneck & King. She counsels and litigates cases and proceedings for a variety of higher education institutions concerning claims brought under Title IX of the Education Amendments of 1972 and New York State’s Enough is Enough law. She has significant experience handling proceedings that arise under Article 78 of the New York Civil Practice Laws and Rules for organizations, municipalities and higher education institutions.

Hon. Deborah H. Karalunas, Presiding Justice of Supreme Court, Commercial Division, Onondaga County. Judge Karalunas obtained a Bachelor of Arts degree from Cornell University in 1978 and graduated cum laude from Syracuse University College of Law in 1982. At the College of Law, she was a member of the International Law Review, Moot Court and the Justinian Honor Society. Following law school, she clerked for United States District Court Judge Howard G. Munson in the Northern District of New York. In 1983, Karalunas joined the law firm of Bond, Schoeneck & King in Syracuse, New York where she later became a partner. In 2002 Karalunas was elected to serve as a Supreme Court Justice in the 5th Judicial District.
